Why aren't my notifications being saved?

Check these in order

1. Notification access is on for Notification Tracker in Android Settings.
2. Background activity is allowed, so the phone doesn't stop the app.
3. The app isn't in Settings > Blacklist.
4. History logging isn't set to Don't log.
5. The other app really shows notifications (check its own notification settings).
6. Restart your phone. Some updates reset notification access.
